The City Council met in regular meeting on the above date with Mayor Pro -Tem Riggins presiding and the following aldermen present: Virgil Dickerson, I. D. Rey- nolds, Burl Lawrence, A lbert Craves, Raymond `inderson, Scott D. Reed and J. P. Iiedrick. Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and Joseph A. Chandler, City Attorney. Minutes of previous meetings were read and approved. Mr. Chas. Dawson appeared before the Council asking that his sewer line be re- placed. Mr. Dawson's sewer line runs under a house owned by Mr. Frgzier and has con- tinually been stopped up. Mr. Dawson agreed if the City would run a new line that he would secure the proper easement for the line. It was moved by Alderman Graves, sec- onded by Alderman Anderson, to install this line for Mr. Dawson. Motion carried. A lderman Reed reported he would like to see the Plumbing Code adopted. City Attorney Chandler stated that there should be added a clause stipulating the appoint- ing of the Plumbing Inspector and setting out the fact that the inspector must have a State Plumbing Inspector's License; also providing that there shall be 3 persons with Inspectors license, providing that the fees for inspection and permits will go into the City Treasury, and setting out the length of time before this ordinance will go into effect, and length of time before plumbers are required to get Master License. It was moved by Alderman Dickerson, seconded by A lderman Reed, to adopt the Plumbing Code Ordinance. Motion carried. A lderman Graves asked the opinion of the Council of dumping trash at the old Rock Crusher site in Clifton Heights Addition. It was agreed not to dump trash in this area at this time. 50 Discussed was the possibility of making a charge for loading ones. The Council agreed not to make any charges in the present policy for loading zones. Alderman Lawrence reported a man had been hired to help at the Park during the summer months, also there is considerable work to be done before the Swimming Pool can be opened but unless something unexpected comes up the pool can be opened by May 20th. A lderman Reynolds reported that he, Alderman Lawrence and Secretary Cates had visited several hangars in the Dallas area, that most of these hangars are of sheet metal construction, and this group had talked with the engineer and found that a building of the type needed could be constructed for approximately $20,000.00. Alder - man Reynolds also reported the need for planting grass to stop the washing of land near the air- strip. It was moved by A lderman Graves, seconded by Alderman Reed, to buy the necessary grass and fertilizer and hire this grass planted. Motion carried. Alderman Hedrick reported the Law & Order Committee would like for the City to go ahead and build a City Jail. Also this committee would like to buy 100 additional park- ing meters. After discussion, it was agreed to contact the Magee -Hale Park -O -Meter Company and find the price of the new meters, also terms by which the City can pay for such meters. Alderman Hedrick also reported he would like for the City to borrow the money and buy a street sweeper. It was moved by A lderman Hedrick, seconded by Alderman Reed, that the Street Committee look at the different types of street sweepers and report back to the Council. Motion carried. Alderman,Anderson reported the Nightwatchman had complained that the relief man was only drawing $`p6.00 per night and is going to quit. It was moved by Alderman Graves, seconded by Alderman Dickerson, to pay the relief nightwatchman $8.00 per night. Motion carried. It was moved by Alderman Lawrence, seconded by Alderman Dickerson ,to transfer $1000.00 from the General Fund to the Park Fund. Motion carried. It was moved by A lderman Dickerson, seconded by Alderman Graves, to transfer $500.00 from the General Fund to the Civil Defense Fund. Motion carried. - Discussed at this time was the possibility of asking for bids on gasoline for City use. It was agreed for the City Secretary to write the Texas League of MAnici- palities,and some other cities, for specifications used when advertising for bids for gasoline. It was moved by A lderman Graves, seconded by A lderman Reed, to accept easement from S. J. Cook across the vacant lots in Block 3, Groesbeck Addition, for the purpose of laying utility lines. Motion carried. . EQUALIZATION BOARD. On this, the 3rd day of May, 1960, the City Council of the City of Stephenville, Texas, met in a regular meeting with the following members presentr Virgil Dickerson, I. D. Reynolds, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and J. Hedrick, and the above named constituted a majority and a quor present City P. um of the Council, and the meeting was called to order by the Mayor Pro -Tem and thereupon the following proceedings were had; It was agreed by vote of the Council that members of the City Council be appointed as members of the Equalization Board of the City of Stephenville for the year 1960„ and the question being called for a vote was taken and the said City Council members were elected by a unanimous:.yote as members of said Board of Equalizabion and there- upon it was moved by Alderman Dickerson that the following ordinance be enacted by the City Council of the City of Stephenville, to -wit: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: Sec. 1. That the Board of Equalization, heretofore on this day appointed by the City Council of the City of Stephenville, proceed to perform their duties according to law, and the dates of the first meetings of said Board of Equalization is hereby fixed on the 23rd, 24th and 25th days of May,, 1960, at which time said Board of Equalization shall hold fourth in its first meeting in the City Hall in th Texas. e City of Stephenville, Sec. 29 That this Board may have such other meetings as are provided by law and as may be required by lawfully performance of their duties as such Board. Sec- 3. That this Ordinance be in effect from and after its passage. The motion to pass saidwordiacance was seconded by Alderman Graves, and after dis- cussion, the question was called for and a vote taken and the foregoing ordinance was passed by a unanimous vote of said City Council, the -vote being, 7 for ,,Pdd none against.
