Advisory Board Meeting
July 23, 2025
Minutes

Call to order. Chair called the meeting to order in the Stephenville Public Library (SPL) at 5:04 pm.
Handouts were the Agenda, April Minutes, SPL Monthly report, and July calendar. Documents submitted
via Citizens’ discussion were New Laws.
I. Attendance. Members present were Smith, Goodwin, Quinnell, Meredith, Jones, Shafer, and
Garcia.
II. Approval of Minutes – April 16, 2024.
a. No corrections needed.
b. Garcia moved to accept the minutes, it was seconded by Goodwin and passed by
unanimous consent.
III. Discussion of the Coffee Bar:
a. Meredith is waiting on approval to move forward.
b. She has lined up 2 contractors to put in bids with sketches of anticipated completion.
c. She polled other libraries and found they started with a Keurig and charged $1 a cup so
the service would pay for itself on resupply. This will also help identify how popular the
service would be.
i. A worry about people being unhappy about paying was mentioned, and a
possible mitigation to this would be a sign stating all costs go back into resupply.
ii. A question of cup size was mentioned. They are thinking 8 or 12 oz cups would
be sufficient.
IV. 2025 Summer Program Overview

b. Reflection on good and bad
i. Skip slime at camps next year – too messy
ii. More programs for adults?
1. Scrapbooking
2. Financial literacy
3. Book club considering meeting every 2 months instead of 3
iii. Bilingual Story time had 10 families come
1. 8 of whom had never been to the library before
Citizens' General Discussions: A call was made for citizens to bring commentary to the board.
1. New Laws: SB412
a. Protection for educational and scientific purposes taken out of the obscenity law.
b. Obscene has metric (Miller Test)
c. “Harmful to children” has no metric
d. Make sure Daron and the city lawyer know and can advise
2. SPL received the Texas Book Festival Grant
a. $2,500 grant for anime and manga books
3. Nursing Home delivery project: one place said yes (Mulberry Manor)
Adjournment. Motion to adjourn made by Garcia and seconded by Jones. Meeting adjourned at 5:45pm
